GENERAL PURPOSE COMMERCIAL AUTOMATIC DATA PROCESSING LABOR CATEGORIES

Job Title: Program Manager

Qualifications:
Eleven years of progressively more difficult project systems analysis and program management experience, with three years program management work on major ADP development projects.

Education:
A minimum of four years of college, with a bachelors degree required. A master's degree is desired but not required.

Responsibilities and Duties:
Provides management and technical guidance of contract personnel on the performance of all task orders issued under this contract Expertise will be in advanced or highly complex ADP systems. Shall be able to evaluate and manage the work performed in all phases of software development and implementation, with special emphasis on study analysis, and testing and acceptance phases. Areas of ADP specialization may include telecommunications, interactive processing real-time programming, software/ interaction, source data automation, software validation and verification, micro/mini computers teleprocessing monitors, and operating system software. Tasks may require the development of teleprocessing utility/software programs. Participates in hardware/software evaluations. Coordinates with Government personnel to ensure that the solution will satisfy the customer's requirement. Provides highly technical expertise and guidance in ADP specialties not covered by other specialties.

Job Title: Data Base Administrator

Qualifications:
Thirteen years of progressively more difficult experience in systems analysis and programming. Seven years of experience being responsible for a large mainframe database, and for the logical and physical data base design aspects.

Responsibilities and Duties:
Provide technical expertise in the design of the data base structures. The Data Base Administrator shall be responsible for the entire database. The Data Base Administrator shall have experience in the logical design of data base structure. This includes record content and record to record (set) relationships to achieve a desired information-processing goal. The individual shall have experience in the design and use of databases in the Client Server and Operational Database Connectivity (ODBC) environment. The individual shall have experience in translation of the logical design into the schema view of the logical and physical aspects of the data base he/she shall be knowledgeable in the design and translation of schemas to partition the total view of the data base into subset views of each distinct application, experience in maintenance of privacy locks and monitoring of subschemas validated against the schema. The individual shall also be able to determine when and where problems exist in a database and be able to fix those problems found.

Job Title: ADP Technical Specialist, Level I

Qualifications:

Eleven years of progressively more difficult experience in systems analysis and programming. Five years of systems analysis in a specialized ADP area(s), e.g., telecommunications, operating systems software, software/hardware integration, software validation and verification, etc.

Responsibilities and Duties:
Provide highly technical expertise and guidance for performance of tasks where needed. Expertise may be in advanced or highly complex ADP systems Performs in all phases of software development and implementation, with special emphasis on study and analysis, and testing and acceptance phases. Performs evaluation of current ADP operations in order to determine multi-year projections for personnel hardware, and software. Areas of ADP specialization may include linear programming, telecommunications, interactive processing, real-time programming software/hardware integration, source-data automation, software validation and verification, micro/mini computers, teleprocessing monitors, and operating systems software. Tasks may require development of teleprocessing utility/software programs. Participates in hardware/software valuations. May be required to act as supervisor on one or more tasks. Coordinates with contract management and systems analysts, as well as Government personnel to ensure that the problem has been properly identified and the solution shall satisfy the customer's requirement. Provides highly technical expertise and guidance in ADP specialties covered by other specialists.

Job Title: ADP Technical Specialist, Level II

Qualifications:
Eight years of progressively more difficult experience in systems analyst and programming. Three years of systems analysis in a specialized ADP area(s), e.g., telecommunications, operating systems software, software/hardware integration, software validation and verification, etc.

Responsibilities and Duties:
Provides highly technical expertise and guidance for performance of tasks where it is needed. Expertise may be in advanced or highly complex ADP systems. Performs full life cycle applications systems development from requirements analysis through training, on-site and hot-line support, functional requirements formulation and design specifications, troubleshooting, planning, scheduling, software integration and implementation Areas of ADP specialization may include linear programming, telecommunications, interactive processing, real-time programming, software/hardware integration, Source data automation, software.

Job Title: Office Automation Analyst

Qualifications:
Eight years of progressively more difficult experience in systems analysis, design and programming. Four years of systems analysis and design experience in two or more of the following specialized application areas: Feasibility analysis, design, integration and implementation of office automation systems utilizing mini/micro computer hardware and software, micrographics, word processing electronic filing, and electronic mail.

Responsibilities and Duties:
Develops requirements for application systems design, economic appraisal, time and cost estimating and work planning. Provides highly technical expertise and guidance for performance of tasks concerning potential or actual expertise use of mini/micro computer hardware and software in an office automation environment. Has expertise in advanced integrated or highly complex office automation systems or in selected office automation technical specialties. Typical duties of an Office Automation Analyst are as follows: Performs in all phases of systems analysis with special emphasis on study, analysis, implementation and acceptance phases. May be required by the contractor to act as supervisor on one or more tasks. Prepares and delivers presentations on the mini/micro computer concepts. Coordinates with contractor management and system analysts to ensure that the problem is properly identified and the solution satisfies the user's requirements.

Job Title: ADP Data Communications Specialist, Level I

Qualifications:
Nine years of progressively more difficult ADP experience in systems analysis and programming. Four years of specialized systems analysis in data communications and communications networks.

Responsibilities and Duties:
Participate in systems feasibility studies concerning data communications and data networks, and evaluations. Plans, coordinates, and participates in design of data communication systems, and designing data transmission networks. Job Title: ADP Advanced Discipline Specialist

Qualifications:
Six years of progressively more difficult experience in the specific functional/program area. Four years ADP programming and/or analysis in the specific or closely related functional/program area. Shall be a graduate of an accredited college or university with a masters degree in related functional/program area.

Responsibilities and Duties:
Specific functional/program areas requiring ADP subject matter expertise may include, but not be limited to: accounting, personnel financial management, systems engineering etc. Performs research, systems analysis, concept and systems design; guides problem resolution, oversees development, implementation and documentation of very complex/specific applications in specialty areas. Assignments will require participation in, or direction of, problem resolution by ADP means, in a narrowly-defined subject matter area that requires exceptional creativity and innovation. Normal task requirements will be in very broad and general terms, such as identification of a highly complex problem or research project. The incumbent shall demonstrate a current state-of-the-art knowledge of principles, techniques, and practices in ADP; ability to make and implement decisions based upon technical economic, and business considerations; capability of providing professional guidance; and, the ability to communicate well with managerial technical and other professionals.

Job Title: ADP System Software Specialist

Qualifications:
Nine years of progressively more difficult ADP experience in systems analysis and programming
Four years of specialized systems analysis in operating systems software, data base management systems, teleprocessing software control software, and statistical packages

Responsibilities and Duties:
Evaluates existing software systems and recommends changes to the procedure Assists user agencies in systems documentation and software support for existing systems Reviews computer software systems, communication and response needs and determines operating systems and languages needed to support them. Performs routine operating system maintenance, such as tuning, work class definition, workload analysis, load balancing, etc. Maintains the operating systems at the rates level; this includes utilities, compilers and proprietary software packages Identifies operating system compatibility and utilization. Familiar with job control language, compilers and other language translators, the constraints of operating systems and hardware, and can structure software programs and job control language to operate within the environment improves software systems efficiency through recommending better utilization of operating system capabilities Shall have prior experience in multiple programming languages. Familiar with queuing techniques and job sequencing controls within a multiprogramming environment.

Job Title: ADP Hardware Specialist

Qualifications:
Ten years of progressively more difficult ADP experience, including systems analysis and programming - Five years of specialized systems analysis and evaluation of hardware capabilities and configurations including mini and microcomputers

Responsibilities and Duties:
Participates in system feasibility studies concerning hardware capabilities and configurations. Reviews computer systems in terms of machine capabilities, and man and machine time. Prepares or directs preparation of reports and studies concerning hardware. Prepares or participates in preparing functional requirements and specifications for hardware acquisitions. Coordinates with contractor management, other ADP technicians and Government representatives to insure the problem has been properly identified, and that the solutions will satisfy the user's requirements

Job Title: ADP Training Specialist

Qualifications:
Six years of progressive ADP experience. Four years of ADP training including course development, documentation and delivery

Responsibilities and Duties:
Performs task analyses to identify training objectives, construct job performance measures, and specify learning activities and appropriate instructional delivery methods identifies training requirements by performing surveys and needs assessments based on past experience and training as well as current and projected job requirements. Cooperates closely with design and development teams to ensure incorporation of training needs into the system development life-cycle process, Designs, develops, documents and delivers training courses to a wide range of audiences including top management, technical personnel, and clerical/support personnel, using a mix of training techniques and media including formal lectures and seminars, texts, tutorials, computer aided instruction (CAI), work projects and on-the-job (OTJ) training. Evaluates training materials and resources. Provides professional guidance and direction to contractor management, design and development personnel, and FSS personnel professional System Analysis and Programming Series. Personnel designated for work in these positions shall be experienced in administrative and/or scientific applications. Positions require a diversity of skills in working with administrative and commercial applications including requirements definitions, testing, implementation, analysis, design, maintenance, monitoring, control, programming conversion, and documentation.

Job Title: Lead/Senior Analyst

Qualifications:
Eight years systems analysis/programming experience. Four years supervising personnel performing software development tasks.

Responsibilities and Duties:
Provides supervisory technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. Coordinates with Program Manager and Government Project Manager to ensure problem solution and user satisfaction. Prepares and delivers presentations on the system concept to colleagues, subordinates and user representatives

Job Title: Analyst Programmer

Qualifications:
Six years experience balanced with both systems analysis and programming. Three years of independent analysis/programming experience, with complete responsibility for tasks involving analysis, programming and implementation

Responsibilities and Duties:
Analyzes requirements for equipment capabilities and determining system functions. Designs and documents data systems to accomplish system functions in an optimum manner. Develops plans for ADP systems from project inception to conclusion Analyzes the problem and the information to be progressed and defines the problem in writing as a requirements definition Specified computer programs and functions that meet the system design efficiently and that provide for ease of maintenance Develops computer programs in a suitable language in conformance with programming standards. Provides technical guidance to other project members and serves as task leader on smaller tasks.

Job Title: Senior Programmer

Qualifications:
Six years of programming experience. Three years of independent programming, including responsibility for significant software development projects. One year of supervision of programming personnel on significant software development projects

Responsibilities and Duties:
Develops diagrammatic plans for solution to problems by means of ADP hardware and software. Analyzes programs outlined by a system analyst for such factors as type and extent of information to be transferred from storage units, sorting, and format of final printed results. Confers with contractor technical and analyst personnel, and designs detailed computations and sequence of machine operations. Translates design into coded instructions. Verifies accuracy and validity of programs by preparing sample data and testing. Corrects program errors and modifies the program as required by revising instructions. As required, may supervise programmers in all phases of software development projects.

Job Title: Programmer

Qualifications:
Four years of programming experience. Two years of independent programming, on large mainframe software development projects.

Responsibilities and Duties:
Under general supervision, analyzes systems requirements and design specifications, and develops block diagrams and logic flowcharts. Translates detailed design into computer program to produce the product required by the written specifications. Documents procedures used throughout the program to allow the program to be run as a part of system, and prepares program documentation to enable a subsequent programmer to make changes as may be required. Revises program to make refinements, reduce operating time or improve efficiency

Job Title: Junior Programmer

Qualifications:
Two years programming experience, or at least 15 semester hours in computer science or related field at an accredited college or university, or 300 hours of acceptable computer programming training

Responsibilities and Duties:
Develops, tests, and documents simple computer programs. Under close supervision, develops diagrams, logic flowcharts, and coding structures to solve relatively simple problems. Make minor changes in established programs to adapt them to new requirements.

Job Title: Peripheral Operator

Qualifications:
High school education or equivalent

Responsibilities and Duties:
Operates peripheral equipment which directly supports digital computer operations. Such equipment is uniquely and specifically designed for computer applications, but need not be physically or electronically connected to a computer. Printers, plotters, card reader/punchers, tape readers, tape units or drives, disk units or drives, and data display units are examples of such equipment

Job Title: Technical Writer

Qualifications:
Four years of technical writing/documentation experience. Two years of specialized ADP technical documentation experience

Responsibilities and Duties:
Prepares and edits ADP documentation incorporating information provided by user, specialist, analyst, programmer, and operations personnel. Shall have a substantial knowledge of the capabilities of computer systems. Duties include the writing, editing, and/or graphic presentation of technical information for both technical and non-technical personnel. Interprets technical documentation standards and prepares documentation according to the standards. Responsible for finished documents, covering spelling, punctuation, and grammar. Shall be capable of being the task leader for which this support is being provided.

Job Title: Technical Typist

Qualifications:
One year of technical typing experience. Shall be a high school graduate or equivalent

Responsibilities and Duties:
Responsible for the preparation of final form technical documents. Shall be capable of typing at average or above average speed shall be capable of typing technical narratives and data. Proofreads finished documents. Shall be capable of using various word processing equipment.

Job Title: Sun Solaris Operating System Specialist

Qualifications:
Five years of progressively more difficult experience in system analysis and programming. Three years of specialized experience in Sun Solaris Operating analysis and administration.

Responsibilities and Duties:
Provides highly technical expertise and guidance in the operation and maintenance of all SUN servers, provides recommendations and guidance to Government and other contractors when system problems occur.

Job Title: Web Graphic Artist

Qualifications:
Must possess five years experience in graphic design including three years experience developing graphic designs for Internet World Wide Web (WWW) pages.

Responsibilities and Duties:
Responsible for the creation of graphics for particular use on the World Wide Web using software such as Adobe PhotoShop and similar Windows based applications. Provides recommendations to the Government and contractors on effective design techniques for a WWW site. Participates in evaluations of existing web sites to determine the most effective way to present content to the public.

Job Title: Sybase Relational Database Management System Specialist

Qualifications:
Five years of progressively more difficult experience in systems analysis and programming. Three years of specialized experience in Sybase RDBMS analysis and administration.

Responsibilities and Duties:
Provides highly technical expertise and guidance in the operation and maintenance of Sybase Relational Data Base Management Systems. Provides recommendations and guidance to Government and other contractors when system problems occur.

Job Title: Integrated Systems Development Specialist

Qualifications:
Five (5) years of progressively more difficult experience in software and system development. Three (3) years of specialized experience on a case by case, subject matter requirements basis.

Responsibilities and Duties:
Provides highly technical expertise and guidance in the business area or field of endeavor being addressed. Provides recommendations and guidance to Government and other contractors when system problems occur. May require excellent verbal/and or written skills.

Qualifications:
Twenty years of progressive experience in the field of information processing, including eight years of specialized experience in numerous highly specialized information processing disciplines involving a wide range of hardware/software solutions. At least six years of general experience must be concentrated, hands-on experience in all aspects of the specific disciplines of Federal Information Processing Acquisition required. Must be knowledgeable in all aspects of Federal Information Processing Acquisitions. Demonstrates good oral and written communications skills.

Develops and reviews system specifications and monitors compliance. Possesses primary or secondary experience across a number of functional disciplines. Performs evaluation of alternatives and assessment of risk and cost. Develops strategy for generating multiple alternative designs at various points in the life cycle, and provides trade-off analysis which trigger iterations of the design process. Reviews and recommends engineering processes and/or facility lay-outs. Performs technical design reviews. Develops or modifies specifications. Provides expert, independent services and leadership in specialized functional or technical areas. Provides expertise on an as-needed basis. For example, provides expert advice and assistance in state-of-the-art hardware/software.
