Bill Chartier, COO
Mr. William Chartier is the Chief Operating Officer for CTA and Vivace Health Solutions, a wholly owned subsidiary of CTA. He is responsible for the daily operations of both companies.
In his previous role as the Executive Vice President of CTA’s Federal Application Development and Security Services centers of excellence, he managed CTA’s commercial programs, which included intranet portal development, data warehousing and reporting platform development, and enterprise application integration projects.
Mr. Chartier has over 30 years of experience in systems engineering management and business operations. During his career, he has managed the development of complex hardware and software systems including mission-critical military systems (including military health systems) as well as web-based financial applications, weapon simulators, hardware and software development and test laboratories, undersea warfare systems, flight-worthy electronic countermeasure systems, and network, server, and system security solutions.
Mr. Chartier spent his early career at Hughes Aircraft Company working on national defense projects such as the Firefinder Radar and the MK-48 Advanced Capability Torpedo. After seven years at Hughes, Mr. Chartier joined CTA to manage the development of software simulation systems for the Navy’s tactical aircraft including the AV-8B Harrier and the F/A-18 Hornet at the China Lake Naval Air Warfare Center. While at China Lake, Mr. Chartier was appointed the Deputy Division Manager and directed the business operations of CTA’s Ridgecrest Division overseeing several multimillion-dollar contracts with total annual revenues over $25 million and 300 staff.
After over eight years with CTA, he moved to San Diego to join Comptek Federal Systems as the Deputy Director. While at Comptek, he ran a systems engineering department and worked with the SPAWAR Systems Center on Navy tactical data link systems.
Mr. Chartier returned to CTA in June of 1998 as the San Diego Director of Operations and performed as the Program Manager directing Y2K assessment, test, and remediation efforts at three West Coast international airports (Los Angeles, Ontario, San Diego).
In early 2005, Mr. Chartier was promoted to Executive Vice President to manage CTA’s Military Health practice as well as CTA’s information security and application development practices. Mr. Chartier is an alumnus of the University of California, Irvine where he received a Bachelor of Science in Electrical Engineering in 1982.
